Neutrino group premeeting at Cape May

I think that we have substantial work to do in our neutrino group
premeeting at Cape May, both on upgoing muons and GC. Hence, I propose that
we use the entire day for pre-meetings for these subjects. I suggest a
morning session for GC and afternoon session for upgoing muons with possible
sub-group splinter working groups being generated from those. The schedules
for the meeting are just being assembled so now is the time to bring up
possible constraints or conflicts. I'll post more as the schedule is confirmed.
